Agriculture and Livestock Producers

As Oregon wildfires continue to burn across the state recovery resources are available to farmers and ranchers who have been affected by natural disasters. The Oregon Department of Emergency Management team works through interagency support to provide access to resources that can help offset hardships faced by the agriculture community in Oregon during wildfire events. The following resources for agriculture recovery span from general help to specific resources about federal assistance programs.

Disaster Assistance Programs

The USDA Farm Service Agency (FSA) provides assistance to farmers and ranchers who are impacted by wildfires on a state level. Below you will find some available FSA programs that can help in the recovery process.

Livestock Assistance

Livestock Indemnity Program (LIP) - provides benefits to livestock producers for livestock deaths in excess of normal mortality caused by adverse weather or by attacks by animals reintroduced into the wild by the federal government. Learn more about LIP

To participate in LIP, you are required to provide verifiable documentation of death losses resulting from wildfires, and you must submit a notice of loss to your local FSA office. See "How to Document Wildfire Losses" from the OSU Extension Service for guidance.

Livestock Forage Disaster Program (LFP) - provides compensation to eligible livestock producers who have suffered grazing losses due to drought or fire on land that is native or improved pastureland with permanent vegetative cover or that is planted specifically for grazing. Learn more about LFP.
Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish (ELAP) - provides emergency assistance to eligible producers of livestock, honeybees and farm-raised fish for losses due to disease (including cattle tick fever), adverse weather, or other conditions, such as blizzards and wildfires, not covered by LFP and LIP. Crop Losses

Tree Assistance Program (TAP) - provides financial assistance to qualifying orchardists and nursery tree growers to replant or rehabilitate eligible trees, bushes, and vines damaged by natural disasters. Learn more about TAP.
Noninsured Disaster Assistance Program (NAP) - pays covered producers of covered noninsurable crops when low yields, loss of inventory, or prevented planting occur due to natural disasters (includes native grass for grazing). Eligible producers must have purchased NAP coverage for the current crop year. Learn more about NAP.

Farmland Damage

Environmental Quality Incentives Program (EQIP) - helps producers plan and implement conservation practices on land impacted by recent wildfires.

Just announced: A total of $2 million FY24 funds have newly been made available to support producers in wildfire recovery. Producers in the following counties may be eligible to apply: Baker, Crook, Gilliam, Grant, Harney, Lake, Malheur, Morrow, Umatila, and Wheeler. To apply, producers should contact their local USDA Service Center.

Emergency Conservation Program (ECP) - helps farmers and ranchers repair damage to farmlands caused by natural disasters and helps put in place water conservation methods during severe drought. Learn more about ECP.

Wildfires impact many farming and ranching communities, leaving families and businesses struggling to rebuild. Your donations can make a significant difference in their recovery efforts. Here are some reputable organizations accepting donations to support those affected:

Oregon Cattlemen's Association provides critical relief to farmers and ranchers affected by wilfires.
Oregon Farm Bureau is accepting donations and providing farmers and ranchers an opportunity to apply for wildfire relief funds.
Oregon State University is collecting monetary donations, pledges of any in-kind, and donations of hay/grain and transportation.
